Newspaper, a complete and authentic issue of the Columbian Centinel, September 10, 1791, 4pp., disbound. From page 3, "The Number Of Souls" reporting the result of the first census ever taken in the United States, a result of the Act of Congress from 1790 which authorized it. This report notes 3,919,023 people, but not including: "...the states of South Carolina, and Vermont, the South Western and North-Western Territories from which no accurate returns have been made to the Secretary of State, are estimated to contain 360,000...". It continues with a state-by-state listing of the number of Representatives each state is allowed based on this census. Total is 112 of which Virginia had 21, Massachusetts & Maine had 15, followed by Pennsylvania with 14. VG.
