Manuscript Military Instructions, June 11, 1781, Camp ???? Heights, 1pp. In part, “Sir, you will proceed to Potomack & go on board flag ship ... carrying supplies to the troops. She has leave to approach near Alexandria & to deliver supplies into hands of two British or German Officers appointed for occasion. The people of the flag vessel are not to have any communication with the officer but conform to ye estract of a letter from ye Bd of war to govenor Jefferson copy of which Cornwallis is furnished ...” the document is unsigned, closing with “Given under my hand, 11th June, 1781.’ It is docketed “Copy of instruction to ye officer appointed to ???? flag that in Potomack river with goods for ye convention troops.” History advises that on June 11, 1781, Congress appointed a Peace Commission comprised of Benjamin Franklin, Thomas Jefferson, John Jay and Henry Laurens. The commission supplemented John Adams as the sole negotiator with the British.
