War-date Union letter written by Philip W. Waggoner as Superintendent Contraband, 3pp., Columbus Kentucky, November 28, 1864. In small part, “In my last returns I had one hundred & eighty women, two hundred and seventy four children and twenty men, besides some twenty refuges; white women and some twenty five children. I think there is about one thousand women and children here but many are self supporting especially soldiers families ... We have an orphan asylum in charge of a colored woman. ... I would recommend the establishment of an industrial school or work shop by next spring. ...” Very good condition.
