War-date Confederate Document being a “Circular” issued by the Confederate States of America, Quarter Master Generals Department, Richmond, Virginia, November 5, 1861, and reads in part: “...All accounts against the Quarter Master’s Department for current expenses, will be paid by the Post Regimental or Brigade Quarter Master serving with troops where the expenses are incurred....Certified accounts (Form 12, Quarter Master’s Department) requiring payment from other Quarter Masters than those giving them will be made only in cases of absolute necessity...” More.
