War-date Confederate imprint, 2pp. octavo, being a House Bill "Preamble and Resolutions on the Subject of Taxes." , February 7, 1863, and reads in part: "…Whereas, the Constitution of the Confederate States provides that 'representatives and direct taxes shall be apportioned among the several States which may be included within the Confederacy, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those held to service for a term of years, and excluding Indians not taxed, three fifths of all slaves. The actual enumeration shall be made within three years after the first meeting of Congress of the Confederate States,' and within every subsequent term of ten years, ins such manner as they shall by law direct…" Fine.
