Hurlbut, and reads in most part: “...Pursuance to orders received from the General Commanding in Chief, no officer in the service of or claiming to be in the service of the so-called Confederate States, who may be captured by any force or detachment of this Corps will be paroled or exchanged, but will be kept in close confinement and under guard...” VG.
