War-date Union imprint being General Orders No. 26, issued from the Headquarters of the District of Florida, Jacksonville, June 13, 1865, 2pp. octavo, by order of Brig General Vogdes, and signed by Lt. Edward Denny, it reads in part: "...In the case of negroes found loitering about the country, the cause of their absence will be inquired into, and if not satisfactory, they will be returned to their homes. If however, they cannot find employment there, or in the immediate neighborhood, they will be sent under guar to the Provost Marshal General of the District, who will turn them over to the Superintendent of Negro Affairs....The practice of using fire-arms, or any cruel punishment, as a means of compelling labor, or as a correction for disorderly conduct, must be discontinued..."
