HAYES, Rutherford B. (1822-1893) Nineteenth President. Civil War brigadier general. Congressman and Governor from Ohio. Defeated Samuel Tilden in 1876 although he lost the popular vote. Ended Reconstruction, reformed the civil service, and supported hard money policies. Autograph Letter Signed, "R.B. Hayes" on Executive Mansion card, 4-1/2' x 3," December 6, 1879. In part, "Mr. Evarts (Secretary of State), I take pleasure in introducing Rev. Mr. Syle ... who has spent many years in China and Japan. You will find him exceedingly well informed on the oriental Country, Sincerely, R.B. Hayes." Evarts's most significant achievement was in Far Eastern affairs. He pursued an aggressive policy, increasing American trade with Japan; negotiated a treaty with China limiting the importation of coolie laborers into the United States and relaxing the barriers against American exporters trading in China.
