Three Newspapers, National Intelligencer, Washington, each 4pp. filled with war and congressional reports. Includes, June 5, 1862 Inside report, “A Regiment of Negroes,” in part, “General Hunter has just completed the organization of the First Regiment of South Carolina Volunteers, for the defense of the Union composed of black men from the Port Royal settlement .... The Negroes, who are mostly of pure African blood ...” ... plus, July 1, 1862, front page “The Negro Regiments,” a congressional resolution questioning General Hunter’s action in forming a black regiment, in part, in part, “.. Resolved ... to inform if General Hunter has organized a regiment composed of black men (fugitive slaves) ... Has been furnished with arms to be placed in the hands of slaves ....” ... plus, August 7, 1862, from the front page, “Negroes in the Battle of New Orleans [1815],” eyewitness statement in part, “At this momentous crisis ... a company of blacks emerged out of the mist ... the black troops behaved in a most shameful manner ...” Then, in another report “Military Service of Negroes,” quoting Lincoln, in part, “... he could not accept regiments of Negroes, but that he would accept as many as would offer their services as laborers ..” Additionally, two lengthy editorials regarding Lincoln’s Compensated Emancipation Plan.
