Attractive election ticket, 3” x 11,” on salmon paper with Flag and Constitution engraving. “DEMOCRATIC NATIONAL UNION, NO NEGRO SUFFRAGE, ...” This Ohio piece was issued immediately after the Civil War, contains the names of local candidates for office, including Brevet Brigadier General Benjamin Lefevre. Fine. Congress passed the 14th Amendment in this year, 1866, although it was not ratified until July 1868. Clearly this “No Negro Suffrage” slogan refers to the Democratic Party’s effort to influence Ohio’s vote on the 14th Amendment. Ohio did ratify the 14th amendment on January 4, 1867 but rescinded that ratification on January 15, 1868.
