War-date Union soldier's Autograph Letter Signed by David Huger, 2pp. quarto, Decatur County, Iowa, August 30, 1862, addressed to Governor Kirkwood, it reads in part: "...In as much as you are the Chief Executive of the state of Iowa, I understand you have the power to call out the militia of the state or to order a Draft, taking a portion of the military force of the state in obedience to teh call of the Secretary of War of these United States & as it appears that you have the power to appoint commissioners in the several counties or Military Districts to superintend the draft, with certian just restrictions, such as reasonable compensation for services rendered to the state or people..." he continues by saying that the commissioner in Decatur County was collecting a $1 fee from all applicants who claimed to be invalid or unable to perform duties, calling the fee extortion.
