A complete and authentic issue of the Fayetteville Observer [NC], March 11, 1851, 4pp., disbound, VG. From the second page, “POPULATION of the UNITED STATES” provides a table listing each state, its free population, its slave population, and its Federal government representation. This table demonstrates the effect of Federal Constitution Three-Fifths Compromise between Southern and Northern states reached during the Philadelphia Convention of 1787 in which three-fifths of the enumerated population of slaves would be counted for representation purposes regarding both the distribution of taxes and the apportionment of the members of the United States House of Representatives. And in a separate report “Life Insurance,” in part, “We are informed that on Friday last the NC Mutual Life Insurance Company received ... One Hundred and Five applications for policies ... All but one were for slaves.
