A antebellum Virginia freeman's court document, 1p. 4to., Frederick County, Virginia, August 6, 1855 in which "a freeman of color" is registered at the county court, in part: "At a court held for Frederick County the 6th day of August 1855. Ordered that the clerk of the court…register…William Silbert, a free man of color…in these words. 'William Silbert, a free man of color, about thirty six years old, six feet two and a forth inches high, a scar on the thumb and fore finger, was free born. Registered the 6th day of August 1855.'…". Signed and made official by clerk, Thomas Allen Tidball with an impressed Frederick County court seal affixed on the lower left corner. In 1793, Virginia passed an act that required all free blacks and mulattos be registered at their respective county courts, every three years, attesting to their freedom. The freedmen were charged twenty-five cents annually to receive a copy of the certificate. Those registered needed these papers in order to be employed with the penalty for not having these papers resulting in jail time. Fine
