A complete and authentic issue of the National Intellegencer, Mary 16, 1861, 4pp., disbound, paper weak at points, else VG. From the front page “Constitutional Guaranty to Slavery in the States,” advises that “the Maryland House of Delegates, on Friday the 10th instant, the bill to ratify an amendment to the Constitution of the United States relative to slavery was discussed and passed by a vote of 52 to 8.” This is in response to the Federal passage “... by Congress near the close of the session by a two-thirds majority of both Houses- ... ‘No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State.’” This was known as the Corwin Amendment and forbade Congress from interfering with slavery. Illinois, Ohio and Maryland ratified the amendment.
