RANDOLPH, Edmund (August 10, 1753 – September 12, 1813) was an American attorney, the seventh Governor of Virginia, the second Secretary of State, and the first United States Attorney General. Document Signed “Edm: Randoph” as Secretary of State, Philadelphia, March 3, 1795, 1pp., on two printed Acts, 8” x 12-1/2,” some discoloration at top not affecting text. From the Third Congress, at the second session, are presented two separate Congressional Acts. The first, “An Act for the more general promulgation of the laws of the United Staes ...” Defines the printing and distribution of the “complete edition of the laws of the United States, comprising the constitution of the United States, the public acts then in force and the treaties ...” ... plus, “An Act making provisions for the purposes of trade with the Indians.” In part, “That a sum, not exceeding fifty thousand dollars be aprorpriated to the purchase of goods for supplying the Indians within the limits of the United States ...” Both acts are signed in type by President George Washington.
