Three complete and authentic issues of The Commonwealth, Boston, January 28th, February 4th, and February 18th 1865, each 4pp., disbound and near fine. From the issue of the 28th, interior page, “The Amendment to the Constitution” reports on the speech making regarding the 13th amendment. Interestingly, the 1861 version is published, in part “No amendment to the constitution ... will authorize or give Congress the power to abolish ... domestic institutions ... including that of persons held to labor ...” ... plus, From the issue of the 4th, interior, under “The Deed of the Age!” is complete printing of the 13th amendment, “Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction. Section 2. Congress shall have power to enforce this article by appropriate legislation.” Then from the 18th issue interior page, Sumner’s resolution to ratify the 13th amendment.
