Authentic Union Occupied newspaper, The Weekly Junior Register, 4pp., 22" x 19.5", Franklin [Louisiana], May 2, 1863. Printed on the recto of white/yellow floral wallpaper. The paper is cleanly separated along the horizontal fold (repairable), minor foxing, else VG. From pg 4, running a full column, “Circular To Capitalists” is an extraordinary piece whereby Benj. F. Smith is soliciting investors as he has leased abandoned plantations. and is eager to start cultivating cotton and sugar. “The present state of things in Louisiana presents an extraordinary opportunity ... planters have lost control of their negroes ... and have no faith in free negro labor. ...Further, the negroes voluntarily return to their homes and bind themselves to faithfully obey the rules of the plantation ... and we have the Commanding General’s assurance that they will work either on my places on terms proposed, or on government fortifications without pay.” Included is the 14 point contract that each former slave must sign to work on these leased plantations. This is followed by a printed letter to Benj. Smith from Geo. Hanks, Lieut. and “General Sup’t of Negro Labor,” approving Smith’s rules. Of course there are several brief reports include, “Destiny of Our Country,” “New Flag,” “The Oath,” “Boats Burned,” “The Militia,” ... Additionally, there are several printed orders.
