Original Confederate imprint "A bill to be entitled An act to provide an export duty on cotton and tobacco exported from the Confederate States to the ports or in the ships of any foreign country which has not recognized the independence of the Confederate States," printed in Richmond, 1863. From Confederate government records seized after the Union occupation of Richmond with stamp "REBEL ARCHIVES, RECORD DIVISION, WAR DEPARTMENT." Reference: M.L. Crandall "Confederate Imprints" #296.
