Book, “Acts Passed at the Third Congress of the United States of America, begun and held at Philadelphia” .. [January 1794 - March 1795], Philadelphia: printed by Francis Childs: 1795, octavo, 260pp, contemporary boards separated, manuscript owner’s name cover, “William Miller, York County.” An important collection of Acts which includes the establishment of a naval force, a system of post offices and post roads, a neutrality law, a law prohibiting any United States citizen from engaging in the slave trade, treaties with Indian tribes, including the Cherokees, Oneidas, and Six Nations, and a resolution calling for the passage of the Eleventh Amendment to the Constitution. The third Congress of the United States met from late 1793 to early 1795, thus the two sessions of the Third Congress, both of whose acts are published in this volume, took place during the first half of George Washington's second term as President. With the House of Representatives led by its Speaker, Frederick Muhlenberg, and the Senate presided over by Vice President John Adams, this was still very much a congress of Revolutionary War veterans. The first act in this volume changes the United States flag to include 15 stars and 15 stripes (the number of stripes would soon be brought back to 13). Another act authorizes the President to move Congress's venue whenever he deems it hazardous to meet at the usual locale. Yet another modifies the uniform rule of naturalization, specifying the new conditions by which "any alien, being a free white person, may be admitted to become a citizen of the United States.".
