Partly-printed Document Signed by Governor Isaac Johnson and Secretary of State Charles Gayarre, 1pp. quarto, March 31, 1846, with emblossed state seal, attaching a bankruptcy report from Texas. VG. JOHNSON, Isaac(1803-1853) was a U.S. politician and the 12th Governor of the state of Louisiana. During his term, Governor Johnson was outspoken in his views: during the 1846-1848 U.S.-Mexican War Johnson put out a call for volunteers and had a confrontation with the Army Paymaster over maintenance of these volunteers. He announced that the United States should annex all of Mexico. On the expansion of slavery to new territories, Johnson was a champion of State's rights. He denounced the Wilmot Proviso to prohibit slavery in territories. One of the most important accomplishments during Johnson's administration was an act establishing the University of Louisiana, a bill he signed in 1847. GAYARRE, Charles (1805-1895) American historian and politician. He supported the Confederacy during the Civil War, in which he lost a large fortune, and after its close lived chiefly by his pen. During the Civil War, like most Louisianans, he sided with the Confederacy; in 1863 he proposed that the slaves be emancipated and armed, provided that France and England recognized the Confederacy. He had a long-standing association with the Louisiana Historical Society, of which he was President from 1860 to 1888.
