A complete issue of Frank Leslie’s Illustrated, November 28, 1874, 16pp., disbound, VG. The issue of using tax-payers’ money to secure votes is not a new one. In this issue, the same political bribery was used 137 years ago. From the interior, a 1/2 page engraving “Political Campaign in the South - Negroes at Montgomery Alabama Drawing Government Rations Donated by Congress to the Sufferers in the Overflowed Districts of Last Spring...” the related report is titled “Purchasing Negro Votes With Government Rations,” and advises “... a vast quantity of rations was given out to the negroes of Montgomery a few days previous to the election, not because they had been overflowed but to secure Administration votes.” A center spread by Joseph Keppler three years before he left Leslie’s to start Puck.
