PICKENS, Francis Wilkinson (1805-1869) was Governor of South Carolina when that state became the first to secede from the U.S.A., provoking the American Civil War. As state governor during the Fort Sumter crisis, he sanctioned the firing on the ship bringing supplies to the beleaguered Union garrison, and to the bombardment of the fort. WITHERSPOON, James Hervey Witherspoon, Jr. (1810-1865), a prominent Confederate States of America politician; was a colonel in the Confederate army, and served as a representative from South Carolina in the Second Confederate Congress. Document Signed by both “F.W. Pickens” and “James H. Witherspoon, Col. 21st Regt. SCM” being an ornate South Carolina Commissiion, 14-1/2” x 9,” March 1, 1862, appointing James H.W. Stevens as Adjuntant of the 21st Regiment South Carolina Militia. Seal intact, clean strike, previously folded, VG.
