Autograph Letter Signed "L. Q. Washington," 10pp., 8vo, Washington, D. C., July 18, 1869, to R. J. Halderman, Harrisburg, Pennsylvania. The letter's author, Littleton Quinter Washington of Virginia, served as chief clerk in the Confederate State Department and was incensed that former Confederate officials were being barred from public service under the 14th Amendment. Writing to a Pennsylvania newspaper editor and representative, Washington states, in small part: "…The negroes can all take the oath though they all gave 'countenance'…Now as to the Whites of the 11 states which comprised the Confederacy?...this 14th Amendment is applicable not only to Federal but to all State officers & is so made as to comprehend all who have ever held any public employment however small…The result is to deny us the services of all experienced men…" Very good condition.
