This important and historic, very rare Carte de Visite Photograph is superior and clean, with sharp details and remains with excellent tone and contrast, in overall fantastic condition. It features the faces, from various photo negatives, of all the Representatives throughout the county who voted in favor of the Thirteenth Amendment, thus officially ending Slavery in the United States. Fine condition. The Thirty-eighth United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1863 to March 4, 1865, during the last two years of the first administration of U.S. President Abraham Lincoln. The apportionment of seats in the House of Representatives was based on the Eighth Census of the United States in 1860. Both houses had a Republican majority. On January 31, 1865 the Thirteenth Amendment was passed through Congress and sent to the States for ratification. The Thirteenth Amendment to the United States Constitution officially Outlaws Slavery and involuntary servitude, except as punishment for a crime. It was passed by the Senate on April 8, 1864, by the House on January 31, 1865, and adopted on December 6, 1865. On December 18, Secretary of State William H. Seward proclaimed it to have been adopted. It was the first of the three Reconstruction Amendments adopted after the American Civil War.
