War-date Union soldier's letter, 4pp. 8vo., written by Pvt. Frederick C. Hale (signed Fred), Co. F, 118th New York, Portsmouth, Va., July 23, 1863, in part: "…Gen. [Henry M.] Neglee is in command here…is of the 7th Army Cops and Gen. J. G. Foster at Fort Monroe of the Dept. of Va. including North Carolina. They have mixed up things pretty well since we came here. Gen. Viele was in command when we came and as Gen. Corcoran ranked him took command and appointed Major Smith Provost Marshal in place of the one Gen. Viele had appointed. Last Friday Gen. Corcoran left with his brigade and Gen. Getty took command. He relieved Maj. Smith and put in a major of his own division as provost Marshal. He said he should order every one of Gen. Peck's staff to their Regts. Now Gen. Neglee has superseded him and we are all waiting to see what he will do. It is thought Gen. Peck will not return here as he ranks every general in the Dept. even Gen. Foster…everything is in a very unsettled condition. The captain expects to be appointed Ins. Genl. of the army Corps and everybody is plotting and counter plotting…the captain hasn't spoken a cross word nor found a word of fault with me since I have been here…". VG
