War-date Union soldier's letter, 3pp. 4to., written by Corp. George P. Jarvis [WIA Perryville, Ky., Oct. 8, 1862], Co. C, 3rd Ohio Vols., "Head Quarters Board of examiner for Officers for Col'd. Troops, Chattanooga, Tenn., April 5, 1864," in part: "…I am now clerking for this board of examiner of which Col. Grosvenor is Secy…it was through his influence that I got the position…it is much better than standing picket…what do you say to my applying for a commission in one of the Colored Regts. I am quite confident that I can get it…the only objection I can find is the fact that our government do not adopt a system of retaliation for the protect of officers of Colored Troops in case they are captured…as this is to be the main arm of the service…there will eventually be arrangements made that will place them on the same footing with other prisoners of war. I am not very anxious to go into this kind of service…one of my greatest objections to taking a commission in the Negro service is the fact that I will be obliged to enter upon my duties at once and will not be able to come home for a long time…is it my duty to my country or to myself that…demands my greatest attention. I am fully aware of the importance of the war, and that the country as well as justice and right, need defenders yet…there are those who have…done comparatively nothing is support of the Govt…the Government seems determined to make something of Chattanooga. They are straightening up and cleaning the streets, erecting new buildings, putting up a waterworks to supply the city, building a bridge across the Tenn. river, laying out grounds for a vineyard on Cameron Hill…any possible chance for improvement is being done. The property here is nearly all confiscated…". VG to near fine.
