A pair of Black related Harper’s Weeklies to include; November 14, 1863, 16pp., disbound, VG. From the front cover, 1/2 page engraving, "The War In The Southwest--Adjutant-General Thomas Addressing the Negroes in Louisiana on the Duties of Freedom" showing hundreds of black soldiers, women and children. ...plus, Harper’s Weekly, April 13, 1867, 16pp., disbound, VG. Displays an imporatant back page political cartoon “We accept the Situation.” This shows a blackman with a vote in his hand. This was the result of The First Military Reconstruction Act by which Congress used the federal military and courts to police a new Reconstruction process in the South. The measure mandated that black men be allowed to participate as voters and candidates for the state constitutional conventions, ex-Confederates be temporarily disfranchised, the new state constitutions enfranchise black men, and each former-Confederate state ratify the Fourteenth Amendment before it could regain representation in Congress.
