DOW, Neal (1804-1897) Union brigadier general twice wounded during the assault on Port Hudson, he was captured and confined at Libby Prison until exchanged for Rooney Lee. Autograph Letter Signed, "Neal Dow Brig Gen. U.S.A." 1p. quarto, October 31, 1863, Libby Prison, addressed to General John H. Winder, it reads: "...A considerable quantity of clothing and blankets has been sent to me by the U.S. Govt and the Sanitary Commission, for distribution among the Federal prisoners at Richmond. I request permission to visit the Island and the several prisons, where the soldiers are confined, that I may distribute the articles among the most needy - and that I may learn what further supplies are needed. I desire that five or six officers may accompany me to assist in the distribution...." The officers listed to accompany Dow are Col. Tilden, Capt. Atwood, Lieut Knoggs, Lt. Davis, Capt. Cowee, and Lieut Dixon. VG.
