Very respectfully David Wilmot". David Wilmot (1814-1868, born in Bethany, Pennsylvania) was an American politician who represented Pennsylvania as a Congressman from 1845 to 1851 and as a Senator from 1861 to 1863. In 1847 and 1848, Democratic Wilmot introduced his Wilmot Proviso, an amendment which would outlaw slavery in the new territories obtained from Mexico as a result of the Mexican War. A $5 million appropriation for a territorial settlement to the Mexican War had been proposed in Congress. Twice passed by the House but defeated in the Senate, the Wilmot Proviso, an amendment to the appropriations bill, brought the issue of slavery to the forefront of the political issues that ultimately led to the Civil War. He later became a Republican and Free Soiler and was a delegate to the first Republican convention in 1856. In 1861, Wilmot was a delegate to the Peace Convention that tried to prevent the impending American Civil War. Light toning, else fine.
