A good Northern home front letter, 4pp. 8vo., written by the brother of Pvt. Lemuel P. Foss 13th New Hampshire, Stafford, [New Hampshire], May 27, 1863, in part: "…"…we are not raising any troops in N. H. now…it seems to be the business of the department at New Orleans…we trust that Gen. Banks' eighteen Regt of "Corps d' Afrique" will soon be in active service. Some regard the general's plan of raising "nigger" troops a foolish one but I see no reason why theta should not fight under Banks as well as under Washington, Jackson and many other distinguished generals of olden times. As for drafting there are as many opinions as there are persons. Some say they must be drafted before July and others that there will be none…others think if the "Corps d' Afrique" work…they will supply [in] the place of Northern men…the less wise say that there can be no such thing a thing informed as a draft…Frank".
