In part, “... demand that the circumstances atteneding to the arrest of Horace preston be investigated .. arrest him without warrant on false charges ... No colored man issecure against the assaults of ruffians or kidnappers ... the laws of Alabama or Carolina have no force on the free soil of New York ...” In seaparate report, the fedeeral commissioner Morton defends his actions.
