Broadside, 8-1/2”x13-1/4”, Sub-Dist. of Beaufort, Dept. of Va. and N.C. - 18th Army Corps, Beaufort Harbor, North Carolina, March 1, 1864, by order of John J. Bowen, Capt. and Post A.Q.M. for Sub-Dist. of Beaufort, being the “Rules and Regulations” of the harbor. Includes: “Gunboats shall anchor below, or on the sea-side of the ‘Badger,’ unless ordered above for a specific purpose by the Commander of the Naval Station...Government Vessels shall have the preference at the Docks; private Vessels must obtain permission before coming to the Dock; the South side of Depot is given to discharge, and the North side to receive cargo, but no vessel shall come to the Dock until ready to discharge or receive cargo...Pilots and all others in charge of vessels will be held responsible by fine or imprisonment, or both, for any violation of the above rules....” With stamp of “Chas.
