War-date Connecticut home front letter, 4pp. 8vo., written by a certain George M. Kellogg, Warren, [CT], July 31, 1864 to his friend Augustine Sackett, in part: "…another call for men now. There is no other way but to go or get a substitute, the latter cost $1000. I do not think there will be any drafting here…the quota will be made…the state pays $300 bounty but not to drafted men. Frank Curtis put in a substitute some [time] ago for $800. Closson Stone has another boy. He is not a year old yet. That's the way to do it in war times…Geo.". The original stamped transmittal cover, addressed: "Mr. Augustine Sackett, 2nd Asst. Eng. USN, USS Mattabasett, North Atlantic Blockading Squadron", is included. VG.
