single sheet CIRCULAR (6 ½ x 9; blank reverse). Bold title "JEWS IN RUSSIA." Followed by the "REPORT" of the "Committee on Foreign Affairs" regarding the report "…that the Russian Gov't has ordered to be enforced the Edicts of 1882 against the Jews…under which the Jews dwelling in Russia much henceforth reside in certain towns only and will not be permitted to own land or hire it for agricultural purposes or hold shares in or work in mines or to enter the Army or practice medicine or law or engineering…[and more]." Concludes with resolution "The President requested to communicate to the House of Reps…information concerning the enforcement of the Edicts against the Jews in Russia as reported in the press and whether any American citizens because of their religion have been ordered expelled from Russia or forbidden the exercise of ordinary privileges…" Light wear, slight tear on margin.
