Imprint, “Apportionment of Representatives Under Fifth Census,” House of Representatives Document, 22d Congress, 1st session, Doc No. 105. 23cm, 1pp, February 14, 1832, disbound. A bit tanned. Provides a state-by-state listing of membership in the House of Representatives based on the most recent census, using 47,700 as the ratio and dividing the state population by that number. Upon careful calculation, this document also demonstrates the political strength of the 3/5 clause which allowed slaves to be counted in determining Representative apportionment. For example, the free population of South Carolina was 265,784. Using the ration on this document of 47,700:1, the apportionment would have been 5 representatives. However, the slave population of South Carolina was 315,401. Using the 3/5 clause, an additional 189,240 “population” was added to South Carolina allowing an additional 4 representatives in the House, thus increasing their political strength by 80%. US Constitution; Article I, Section 2, Clause 3, “Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.”
