PICKENS, Francis W. (1805-1869) was Governor of South Carolina when that state became the first to secede from the Federal Government. Autograph Letter Signed “F.W. Pickens,” Head Quarters / 27 June 1861, 3pp., VG. In large part, “Our distinguished friend, Col. Orr – has succeeded in raising a full rifle regt. and prepares to be received into Confederate army “For the War”. There is no portion of the Southern States from which a finer race of men could be selected for the war than from the very region where Colonel Orr has raised them, and I am satisfied they will do efficient service. ... I would arm them with great pleasure if I had the arms. But having armed & equipped several full regts. now in Va., and being compelled to keep three full regts. in & about Charleston fully armed, and having also recently ordered into encampment two new Regts: on the La coast for exclusive state service & at state charge both of whom will again ans., I find it impossible to supply any more. From the arms taken in the late US Arsenal, I sent 6,000 to Florida 2000 to Memphis, Tenn. - 1000 to Lynchburg, Va. This has completely exhausted the supply of efficient arms. There are only 16,000 in the U.S. Arsenal ... Lt Col. Orr will be helping you with the highest claims. He proposes to have all the accoutrements & equipment necessary made in his own region of country upon the principle of receiving Confederate bonds for the purpose, & I have no doubt it is a possible & perfectly safe plan, for he can have made in his country upon the most reasonable terms and with security to the quest. ...”
