PICKENS, Francis W. (1805-1869) was Governor of South Carolina when that state became the first to secede from the Federal Government. Autograph Letter Signed “F.W. Pickens” on imprinted letterhead “State of South Carolina, Executive Department”, June 7, 1861, 1pp., VG. In part, “In my notice I have given to the Commissioner of the State House to suspend the work. ...you must not sell any more of the stock ... below the ninety five required ... I was required to stop the work ...”
