Booklet, “The Fallacy of Neutrality, An Address by the Hon. Joseph Holt, to the People of Kentucky, Delivered at Louisville, July 13th, 1861, 1861, New York, 34pp, 5-1/2"x8," very good. Kentuckian Joseph Holt was antislavery and a strong supporter of the Union, being appointed to Secretary of War upon the resignation of John B. Floyd, December 31, 1860. May 20, 1861, Kentucky, trying to remain neutral in the War, had issued a proclamation asking both sides to stay off of Kentucky soil, Kentucky's effort to remain "neutral" in the conflict. As an important "border state," This address by Holt forcefully makes the case for actively supporting the Union. Later, in 1862, President Abraham Lincoln appointed Holt as the first Judge Advocate General of the Union Army and as such, Holt was the head judge in the Lincoln Assassins Trial against George Atzerodt, David Herold, Lewis Powell a.k.a. Paine, Samuel Arnold, Michael O'Laughlen, Edman Spangler, Samuel Mudd and Mary Surratt.
