Carrying an eagle with flag vignette, this paper titled PROTECTION gives the physical description and birthplace of "American Seaman" Thomas Aelte. It concludes with a statement that he is indeed "a Citizen of the United States of America". Small stains and splits along the folds, else VG condition.
