In part, “I have received your letter ... application of Messrs Stevens, Baker of your city for relief on a bond given ... for forty tons of coal ... the parties now allege that they were unable to produce the required certificate ... I cannot regret that under the circumstances, the amount involved is so small that its payment will not be onerous.” VG.
