President Andrew Johnson survived his impeachment proceedings but failed to win the Republican nomination in 1868. The Republicans nominated Civil War General Ulysses S. Grant, who was committed to civil rights for the freedmen and women. By contrast, the Democratic ticket made a blatant appeal to racism. Since Missouri had already ratified the 14th Amendment to the Constitution on January 25, 1867, the recommendation against a constitutional amendment found here must be referencing forthcoming 15th Amendment granting the freedmen voting rights.
