As racism and southern frustration with Congressional Reconstruction grew, efforts to keep African American men from the polls increased in violence. The ratification of the 15th Amendment provided African American men with the right to vote, but methods clever, devious, and violent were used by local groups such as the Ku Klux Klan to keep blacks from the polls. On March 31, 1876, the U.S. Senate passed a resolution ordering an inquiry into claims that recently-enfranchised African American men in the state of Mississippi had been denied their voting rights. Responding to reports that the “late election in Mississippi...was characterized by great frauds committed upon and violence exercised toward the colored citizens of that State...especially that the colored voters, on account of their color, race or previous condition of servitude, were by intimidation and force deterred from voting,” the Senate empowered a committee of five to investigate. By the end of the year, the federal government would abandon its involvement in protecting black voting rights.
