A good war-date printed United States Government circular, 14pp. 8vo., entitled: "Circular Instructions No. 1. Regulations relative to importations from places above the Confederate States, by vessels navigating the Mississippi and other rivers," reading, in small part: "All steamboats…navigating the River Mississippi, detained for ports or places within the Confederate States, on arrival within the territory of the Confederate States of America…shall come to…Nelm's landing, in the state of Mississippi…the master…shall make due report of the…the said vessel by exhibiting…manifests of the whole cargo…all flat boats with coal in bulk, intended to be landed at places within the limits of the Confederate States…may be permitted to land said cargo…". Much more like content. Other categories addressed are titled: "On Arrival at Intermediate Ports, On Arrival at Port of Final Destination, Appraiser's Samples, Examinations etc., Night Inspections and Detective Officers."
