A rare war-date Confederate Postal Contract Bureau letter, 1p. 4to., written by Chief of the Contract Bureau H. St. George Offutt (for Virginia), on pre-printed "CONFEDERATE STATES OF AMERICA, Post Office Department, Contract Bureau" letterhead, Richmond, April 7, 1863, to the postmaster of Marion, Virginia concerning the failed contract of carrier Thomas McDaniels, reading, in part: "…should Thomas McDaniel the contractor for carrying the Confederate States mail on route No. 4356 from Marion to Mouth of Wilson abandon…of which he has given you notice. Then you are authorized and directed to employ some responsible person to carry said mail temporarily and to advertise by public notice…to draw general attention but without expense to the Confederate States for proposals to carry the mails on said route to…30th June 1863…forward all proposals received to this office and…Mr. McDaniel…will be charged with the amount paid for such temporary service and also the difference between his present compensation and that paid for the service…as failing contractor.
