Ornate Commission, 13’ x 16,” issued November 17, 1863 for Theodore Cooper as Second Assistant Engineer, complete red seal, signed by Gideon Wells, Fine. . Upon receiving a degree in civil engineering in 1858, Cooper accepted a position as Assistant Engineer on the Troy and Greenfield Railroad. With the coming of the Civil War, Cooper entered the Navy in 1861. He served aboard the gunboat "Chocorua" and the "Nyack." He also served as an instructor and engineer at the US Naval Academy.
