An official War department autograph letter signed by George McCrary, Secretary of War. September 16th, 1879, “ ... requesting certified copy of proceedings of the Board of Officers covered at Franklin Texas, April 6th, 1865, to investigate the loss of public funds for which Major C.C. Clark ...” The back story was that Clark claimed a loss by robbery occured ... while in the line of his duty as assistant-paymaster in the army, at Franklin, Texas, on the sixth day of April, 1865, a package of government funds $15,979.87; that the package was in his official safe at his quarters, and the loss was without fault or neglect on his part
