Printed circular, 1p. quarto, being a “Proclamation to the People of the Philippines” by General Douglas MacArthur, pertaining to the American liberation of the Philippines, and reads in part: “Whereas, under enemy duress a so-called government styled as the ‘Republic of the Philippines’ was established on 14 October 1943 based upon neither the free expression of the peoples’ will nor the sanction of the Government of the United States, and is purporting to exercise Executive, Judicial and Legislative powers of government over the people...I do enjoin upon all loyal citizens of the Philippines full respect for and obedience to the constitution of the Commonwealth of the Philippines and the laws, regulations and other acts of their duly constituted government whose seat is now firmly re-established on Philippine soil...” VG.
