On December 1, 1800, the federal capital is transferred from Philadelphia to the site on the Potomac River now called the City of Washington, in the territory of Columbia. Copy of a letter by Dwight Foster, 1p. quarto, City of Washington, April 10, 1802, addressed to Paul Tearing, and reads in part: “...Mr. William Howe was one of the Nova Scotia Refugees for whose use you made claim of the locations in his name...He is desirious to sell if advantageous...” Fine.
