MEMMINGER, Christopher G. (1803-1888) was a German-born American politician and one of the founding fathers of the Confederate States. He was the principal author of the Provisional Constitution (1861), as well as the founder of the nation's financial system. As the first Confederate States Secretary of the Treasury, Memminger was the main author of the economic policies of the Jefferson Davis administration. War-date Manuscript Letter Signed “C.G. Memminger” 1pp. quarto, on Confederate States of America, Treasury Department, Montgomery, Alabama, April 9, 1861, addressed to A.B. Noyes, Collector of Customs and reads in part: “...The President of the Confederate States having in pursuance of the Act of Congress, established a Flag for the Revenue Service, it is hereby ordered that all Revenue officers, having charge of boats or vessels, fortwith procure Flags of the pattern sent to the Collectors, and use them in the service. The Flag is Blue, White and Red vertically arranged; the blue next the staff, with seven stars in a circle in the upper part, the White next and then the Red. The White and Red of the same width, and each, one their dless than the Blue....” Very good condition.
