GALLATIN, Albert (1791-1849) . Delegate to Pennsylvania state constitutional convention, 1790; member of Pennsylvania state house of representatives, 1790-92; U.S. Senator from Pennsylvania, 1793-94; U.S. Representative from Pennsylvania 11th District, 1795-1801; U.S. Secretary of the Treasury, 1801-14; U.S. Minister to France, 1815-23; U.S. Minister to Great Britain, 1826-27. His portrait appeared on the $500 U.S. Note in the 1860s. Printed Treasury Department Circular, 1p. quarto, March 4, 1811, addressed to the Collector of Customs of Gloucester, pertaining to “An act supplementary to the act, entitled ‘An act concerning the Commerical Intercourse between the United States and Great Britain and France and their dependencies and for other purposes.” This circular adds two exceptions “one in favor of American vessels which had cleared out for ports beyond the Cape of Good Hope...and the other in favor of American vessels which had departed from any British port prior to the 2d day of February. All vessels and cargoes embraced by either of these two exceptions, which may have been seized, must therefore be released...” Fine. Framed.
